The Commonwealth of Virginia is seeking a vendor to develop a comprehensive Strategic Asset Management Roadmap Service. The selected vendor will be responsible for creating a Strategic Asset Management Plan (SAMP) that effectively links the organization’s asset management activities to its overall strategic objectives.

The scope includes reviewing and assessing the current asset management program to identify strengths and gaps. This evaluation will inform necessary reprioritization and set a refined strategic direction for the program. The vendor will be expected to integrate best management practices, establish guiding principles, and utilize tools such as data visualization, GIS, and dashboards to support smarter, data-driven decision-making.

Additional services include establishing dynamic asset management plans for all assets using methodologies such as life cycle costing, condition assessments, and risk-based prioritization. The vendor will also develop approaches for monitoring key performance indicators, conducting root cause analysis, and promoting predictive maintenance for proactive asset management. Efforts will be made to define data ownership, improve data quality through cleansing and transformation, and reduce data-related issues. Clear assignment of responsibilities in data management is also required.
