A consultant is sought to develop a comprehensive Strategic Asset Management Program for water, sewer, stormwater, and roadway infrastructure in South Carolina. The scope includes formulating a strategic asset management plan, conducting an asset management maturity assessment, and providing expert guidance in selecting a suitable Computerized Maintenance Management System (CMMS).

The consultant will be responsible for developing a Draft Asset Management Policy, facilitating its approval, and recommending strategies for internal division and organizational ownership of asset management. Additional tasks involve reviewing and enhancing existing data sets for improved accuracy, as well as reviewing the internal asset management policy development process. The project also requires planning, coordinating, and leading an in-person asset management maturity survey workshop and a separate workshop focused on maturity review and target setting with key city stakeholders.
