Vendor needs to provide strategic assessment service. • Evaluate the current capacity, conditions, and amenities of Town–operated Harbour. • Perform a rate study to support the recommended capital improvements and operating business case. • Assess operational needs, seasonal demand, and growth pressures. • Identify and recommend upgrades, service level adjustments, staffing model and operational improvements. • Support Council and staff decision–making for the next 10 years.
