The selected firm will offer expertise in strategic guidance, program evaluation, performance measurement, data analysis, and continuous improvement initiatives to enhance program effectiveness and accountability.

The vendor's responsibilities include developing and implementing evaluation plans, designing data-collection tools, and conducting interviews, surveys, and related assessment activities. In addition, they will facilitate stakeholder discussions to clarify program goals, resources, activities, and intended outcomes. Other key tasks involve developing logic models, theories of change, and performance frameworks, as well as supporting program planning, design, operational improvements, and long-term planning.

The scope also covers database development, management, and optimization, along with in-depth data analysis to inform decision-making and improve outcomes. The contract is set for a one-year period.
