Vendor needs to provide strategic advisory support service. – Develop a dynamic, living 90–day plan that guides early execution during the engagement period– Include an implementation roadmap with milestones, roles, responsibilities, and success metrics – Define the mission, vision, and operating model for the division of health affairs, aligned with agency’s dynamic strategy. – Document the scope, primary charge, and core functions of health affairs.– Develop a governance and operating model that clarifies how Health Affairs leadership and functions will relate to and collaborate with existing agency–level leadership, affiliates, and external partners.– Develop a roles–and–responsibilities matrix mapping functions and decisions to specific leadership roles.– Ensure the framework supports clarity, accountability, onboarding of new leaders, and proactive identification of potential overlaps or unintended impacts.– Develop an engagement approach to support shared understanding and alignment among agency leadership and key stakeholders.– Identify potential risks to successful implementation within the 3–4 month timeframe.– Develop mitigation strategies to support continuity, alignment, and execution.– Develop a high–level framework for health system and strategic partnership engagement.
