The state of Ohio is seeking a qualified vendor to provide strategic advisory support services for its division of health affairs. The selected vendor will be responsible for developing a dynamic, living 90-day plan to guide early execution during the engagement period. This includes creating an actionable implementation roadmap that outlines key milestones, roles, responsibilities, and defined success metrics.
The scope of work includes defining the division's mission, vision, and operating model in alignment with the agency’s evolving strategy. The vendor will document the division's scope, primary charge, and core functions, and establish a comprehensive governance and operating model. This model should clarify relationships and collaboration methods between Health Affairs leadership, agency-level leadership, affiliates, and external partners. A roles-and-responsibilities matrix mapping key decisions to leadership roles is required to ensure clarity and accountability.
Additional responsibilities involve developing an engagement approach to foster shared understanding and alignment among agency leadership and stakeholders. The vendor will also identify potential risks to implementation within the initial three-to-four month period and propose effective mitigation strategies. Lastly, the vendor will create a high-level framework for health system and strategic partnership engagement. The contract for these services will span two years.
