The agency seeks a vendor to provide strategic advisory services to support the transformation of public health systems for pandemic preparedness. The selected advisor will deliver technical backstopping and program management guidance based on global best practices, offering support to improve the design and implementation of program arrangements, including quality assurance, monitoring, and evaluation systems.
Responsibilities include delivering just-in-time advice to ensure program action plans, risk mitigation, safeguards, and legal responsibilities are tracked and aligned with required standards. Support will also be provided in conducting real-time guidance to refine program delivery and generate actionable lessons and policy briefs. Analytical and operational assistance is required for results tracking, disbursement, fund-flow, financial management, and reporting systems, ensuring effective program implementation and attainment of objectives.
The advisor will work closely with the agency task team to maximize resource efficiency, assist in preparing briefs and completion reports, and document constraints and innovations to guide course corrections. Key documentation such as completion reports, policy briefs, and protocols will be developed for advocacy and global dissemination as public goods.
