(1) Vendor needs to provide election equipment, hardware, software and support service. – Provide new voting Solution that are certified for use in Michigan. – The solution must include, tabulators, Voter Assist Terminal (VAT), high–speed tabulators, and ballot on demand and all replacement parts, accessories, peripherals, software, and maintenance. • The scope includes: – Hardware and all associated components – Election Management System (EMS) software for counties and select local jurisdictions – Any firmware updates required – Base–year and extended service and maintenance agreements – Comprehensive training and training materials – Replacement parts and consumable supplies • Solution must: – Permit diagnostic testing of all the major components. – Ensure that ballots cast are confidential, and that the voter cannot be identified by the ballot submitted, including paper ballots, cast vote records, or any other logs or reports. – Perform in a wide range of climates and humidity levels without ballot jams or malfunctions. – Require multi–factor authentication that does not require internet connectivity to load election files and access administrative menus. – Support alternative languages (at a minimum, Arabic, Spanish, and Bengali). – Have the ability for a person with limited technological skills to produce the hash file from firmware loaded on the equipment. (2) All the questions must be submitted no later than January 22, 2026. (3) Pre–bid meeting will be held on January 20, 2026.
