The City of Palm Bay, FL, is seeking a qualified vendor to provide comprehensive state lobbying services. The selected firm will support the City with advocacy, legislative monitoring, policy analysis, and strategic communication efforts throughout the Florida legislative process.

Key pre-session responsibilities include meeting with the Mayor, City Council, and staff to identify key issues and funding priorities, developing a Legislative Plan of Action for City Council approval, and preparing documentation for appropriation and project requests. The vendor will review and analyze pre-filed and proposed legislation, assist in drafting bills or amendments, and inform City leadership of legislative matters impacting municipal interests. Additionally, the firm will identify relevant state and federal funding opportunities and advise City staff on application strategies.

During the legislative session, the vendor will provide weekly written updates detailing the status of City priorities and emerging legislative issues. The firm will facilitate and participate in meetings with legislators and state officials, support City engagement and advocacy efforts, and coordinate legislative visits to Tallahassee. Regular communication with City staff will ensure the vendor offers timely policy analysis and recommendations to advance the City’s legislative agenda.
