(1) Vendor needs to provide state lobbying services including advocacy, legislative monitoring, policy analysis, and strategic communication to the government authority located in Palm Bay, FL. 1. Pre–Session Services a. Meet with the Mayor, City Council, and City staff to discuss key issues, funding needs, and appropriation opportunities. b. Develop and present a Legislative Plan of Action for City Council approval, outlining strategy, target legislators, and anticipated outcomes. c. Prepare and assist with all required documentation for appropriation and project requests submitted through the Florida Legislature. d. Review pre–filed and proposed legislation, identify bills that may impact the city, and provide timely analysis and recommended action. e. Assist in drafting or coordinating proposed bills, amendments, or local legislation for City approval and submission to legislative sponsors. f. Identify potential state and federal grant or funding opportunities relevant to City priorities and assist staff with strategy and timing for applications. 2. Session Services a. Provide weekly written legislative updates summarizing the status of City priorities, key bills, and emerging issues that may affect the City. b. Notify and advise City staff and elected officials when engagement, such as testimony, meetings, or correspondence is strategically recommended. c. Arrange and participate in meetings with legislators, legislative staff, and state agency officials on behalf of the city. d. Coordinate and schedule meetings for City officials during visits to Tallahassee, including with the Governor’s Office, state agencies, legislative members, and stakeholders. e. Proactively identify and address legislation or agency actions that may benefit or adversely impact the city, providing recommendations for advocacy or response. f.
