(1) Vendor needs to provide state government relations services to the government authority located in California. – Provide strategic guidance on City positions regarding state legislation, initiatives, or programs including recommended support, opposition, or amendments. – Provide technical assistance and support for state grant applications, including advising on strategy, developing content, reviewing applications, and assisting staff throughout the process. – A written strategy and work plan, developed and reviewed at least annually, including schedules, timelines, and milestones. – The work plan should be highly detailed with realistic milestones and strong legislative member engagement strategies. – The engagement plan should demonstrate how to cultivate relationships with state agency and legislative staff. – Monthly written or verbal reports that communicate and manage risks and opportunities provided to the Community Engagement and Government Relations Program Manager. – Arrangement of meetings and connections between state officials and the City’s elected officials and staff. – Consistent completion and submission of all required state lobbying reporting and disclosure filings, including those required of the City. (2) The contract period will be for three years. (3) All the questions must be submitted no later than February 24, 2026.
