(1) Vendor needs to provide speech–to–text platform.– Provide high–capacity, multi–channel recording of court proceedings, with simultaneous redundancy in both local and secure cloud environments;– Offer speech–to–text support for all required languages, enabling the Court to accommodate diverse populations and improve accessibility for non–English speakers;– Stream a real–time speech–to–text feed for immediate access by court staff;– Allow authorized users to edit transcripts in real time as proceedings are captured;– Immediately encrypt data at the point of capture, and keep it encrypted throughout storage and reporting;– Allow for centralized management, monitoring, and software upgrades without requiring onsite intervention;– Implement immediate, system–wide sealing of sensitive cases or portions of the record when necessary;– Offer a sync agent for secure transfer of audio & video files located in clearly identified folders;– Provide a real–time speech–to–text ordering interface for the public,– Archive content for both storage and retrieval within the platform.(2) All question must be submitted no later than October 16, 2025.
