The government authority in Hawaii seeks a vendor to provide special overseer services to its Commission, whose primary duty is to protect the public interest by regulating public utilities and ensuring reliable service at reasonable rates.

Key responsibilities include reviewing and approving rates, tariffs, charges, and fees; determining the allowable rate of earnings; issuing guidelines for the management of franchised or certificated utility businesses; and handling requests involving acquisition, sale, disposition, or exchange of utility assets, including those related to mergers and consolidations.

The selected provider will offer professional services to assist the Commission in regulatory affairs, ratemaking mechanisms and applications, data analysis, staff education and training, and ongoing staff support. All questions related to this RFP must be submitted by March 13, 2026. The initial contract period will be two years.
