The selected vendor will provide special education policy consulting services to a government authority in Baltimore, Maryland. Responsibilities include offering strategic advice and support, assisting with the development of operational policies, and supporting the planning and implementation of complex interagency processes.

The consultant is expected to conduct comprehensive research and analysis, providing oral and written reports informed by surveys of relevant literature, current legislation, policy, federal guidance, and practices from other states. The goal is to develop actionable recommendations to address the agency’s policy and procedural requirements.

Additionally, the consultant will draft policy documents that comply with agency standards and support the agency in devising and implementing solutions for complex issues that have multilateral impacts across agencies. The contract period is for one year.
