(1) Vendor needs to provide source police management information system– The Agency seeks a qualified firm to design, customize, deploy, train, and maintain a robust open–source Police Records Management Information System.– The system will enhance the efficiency, accuracy, and accessibility of policing operations across the Police Department formations through standardized, digital workflows and improved data management.– Development Iteration 1 – Core Functional Modules and Early Intelligence Capabilities– Customize and configure the foundational modules for operational use and public engagement:– Public Services Portal: Accepts public–submitted incident reports, allows applications for police reports and call–for–service entries, and synchronizes with the internal incident register.– Incident & Traffic Reporting: Enable structured reporting by officers and the public with linked persons, vehicles, locations, and narrative forms.– Case Management: Support escalation from incidents to cases, assign investigators, track action items, and monitor case progress– Arrest & Booking: Record officer info, detainee status, arrest location, and charges. Link records to – Dispatch & Response: Manage and log call–for–service reports, link to incident creation, assign responding officers, and record outcomes.– Evidence Module: Track chain–of–custody, tagging, transfers, and storage.– Warrants Management: Capture warrant issuance, execution status, and cross–referencing with cases and persons.– Armory Registry: Track issued weapons, ammunition logs, and return records.
