A vendor is sought to provide comprehensive software development and content digitalization solutions for the continued enhancement of the HappyRead (Vui doc cung em) application and web platform, supporting elementary education in Vietnam. The project focuses on expanding and integrating multilingual, accessible, and secure features to benefit students from grades 1 through 5. Key objectives include developing and digitalizing new features to improve user experience, learning outcomes, and interactivity.

The enhanced solution will unify the app and web application, strengthening Vietnamese reading comprehension skills for all elementary grade levels. Notable requirements include the integration of a spoken Bahnar language version for 200 reading lessons targeting grades 1 and 2, and a sign language version for 500 reading passages for students with hearing or speech disabilities. Solutions must be user-friendly, adaptable, and easily understandable to support accessible learning.

Deployment will be cloud-based, with compatibility across Android, iOS, and web platforms. The application must provide robust user authentication via parent phone numbers, granular user access and group-based permission management for admins, teachers, and students. Security and data protection are critical, and the solution must be fault-tolerant—ensuring that the failure of one module or service does not impact the functionality of others. The vendor should demonstrate expertise in educational technology, accessibility solutions, and secure, scalable software development.
