(1) Vendor needs to provide software and support services– The Agency is requesting proposals from qualified Consultant(s) to establish one or multiple contracts for Job Order Contract (JOC) Software & Support Services including JOC program development, procurement support, agency staff and contractor training, and technical support.– The Awarded Consultant(s) must be proactive and knowledgeable of technological and regulatory requirements and solutions as related to delivering projects through JOC.– JOC programs are generally used to complete simple construction projects, maintenance, repair and renovation projects of which the scope aligns with the provided pre–priced task/unit catalogs.– The basic scope of services can generally be described as follows:• Development and Implementation of a JOC program with the agency• Development and updates to JOC Program Documentation;• Implement existing JOC system/software customized to use for the agency and its operations and provide routine maintenance and upkeep• Provide on–going technical support to agency and all end–users• Provide an audit of a few agency projects chosen at random twice a year• Provide on–going training to agency staff at a minimum quarterly or more based on the JOC provider audit, or other metric reports generated from the system• Provide standard and customized reports to agency and all end–users, including ability to create new reports as needed(2) All the questions must be submitted no later than January 15, 2026(3) The contract period will be for one year.(4) Pre–bid meeting will be held on January 06, 2026
