A California agency is seeking proposals from qualified consultants to provide software and support services for the development and operation of its Job Order Contract (JOC) program. The aim is to establish one or multiple contracts for comprehensive JOC software solutions and technical assistance that support program development, procurement processes, staff training, and ongoing technical support.

Key responsibilities include the development and implementation of a JOC program tailored to the agency's needs, maintenance and updates of JOC program documentation, and customization of existing JOC software for agency operations. The selected consultant(s) will also be required to provide regular technical support for agency staff and contractors, conduct biannual audits of randomly selected projects, and deliver ongoing training sessions at least quarterly, or more frequently as indicated by audits or system-generated metrics. In addition, the consultant(s) must supply standard and custom reporting capabilities, with flexibility to create new reports as necessary.

The contract will have a duration of one year. All inquiries related to the proposal must be submitted by January 15, 2026. A pre-bid meeting is scheduled for January 6, 2026.
