(1) Vendor needs to provide socio–economic business preference programs consultant services.– Analyze current vendor utilization, focusing on local and small business participation rates and conduct a needs assessment and stakeholder interviews to inform program design.– Develop and implement a communication and outreach strategy specifically tailored to vendors and community stakeholders.– Draft program documentation, including policy and procedures language, regulations, and outreach materials.– Disparity study integration, program design, regulatory updates, outreach, and full program implementation.– Develop eligibility criteria, compliance procedures, and enforcement mechanisms.– Provide operational guidance on implementation and enforcement.– Translate findings into programmatic goals and measurable inclusion targets.– Prepare surveys and other feedback tools to broaden stakeholder input.– Designing and implementing a local and small business preference program.(2) All the questions must be submitted no later than December 11, 2025(3) The contract period will be for two years. (4) A non–mandatory pre–proposal meeting will be held on December 04, 2025.
