(1) Vendor needs to provide snowmobile trail grant management and maintenance tracking system. Provide a commercial off–the–shelf software with minimal configuration, as necessary, for grant submission, trail maintenance reporting, multi–level approval system across state’s snowmobile trail program, geographic information systems (GIS) management, and land geofencing. Core architecture system including, user interface (UI), login roles, forms, and basic reports used to track and monitor trail maintenance expense submissions. System will serve as the foundation for digital grant submission, trail maintenance reporting, multi–level approval across state’s snowmobile trail program, and GIS geofencing capabilities. System that streamlines submission, review and approval of eligible non–GPS–related reimbursements for grantees and sub–grantees and improves visibility into snowmobile trail operations. Secure login, role–based permissions, and responsive web–based User Interface (UI). Role–based dashboards with Key Performance Indicators (KPIs) and exportable reports (CSV, PDF) with ad–hoc capability to toggle between different criteria as needed. Cloud–hosted database system with UI, login roles, forms, and basic reports. Unified entry forms with dynamic fields and automated calculations. Dashboard widgets, ad–hoc reporting capabilities and data export options (CSV, PDF). Iterative construction of core system components including user authentication, role–based access, data entry forms, and approval workflows. Deployment of the live system, and final transition to support and maintenance. Development of a comprehensive annual grant application workflow for snowmobile clubs and counties. System interfaces that allow clubs to draft applications which are then reviewed, revised, and approved by the respective county. System–generated summary views to support internal budgeting and grant award decisions. Provide and manage a hosted, secure GIS trail layer service of the program managed snowmobile trails. Integrate State–provided GIS sources and manage ongoing synchronization, updates and change tracking of GIS layers. Secure message ingestion using token–based API authentication with server–side validation and device identity controls. (2) All questions must be submitted no later than February 24, 2026. (3) The contract period will be for one year.
