(1) Vendor needs to provide SMS short text services.– Solution must ensure speed of delivery for A2P text messages from the client’s dedicated short codes, with message delivery times clearly stated– SMS service providers that can offer managed services to help with the provisioning, delivery, and management of SMS programs– These programs will utilize dedicated SMS short codes for application–to–person (A2P) communication, serving both transactional and marketing purposes– Web administration interface of the proposed tool must seamlessly integrate with agency existing authentication infrastructure (2) All questions must be submitted no later than January 9, 2026. (3) The contract period will be for three years.
