The state of Texas is seeking a vendor to provide a SmartRMS (Random Moment Sampling) solution that will integrate seamlessly with a new cost reporting system currently under development. The vendor will be responsible for ensuring that the SmartRMS solution operates in tandem with the new system and supports the administration and execution of four distinct time studies.

The scope of work includes one year of hosting, support, and maintenance services for each of the four time studies. The vendor will also provide comprehensive training and ongoing support for PFD RMS Administrators, develop online tutorials for LEAs and time study participants, and deliver online help resources for both administrative users and participants. Additionally, the solution must support single sign-on functionality for all RMS administrators.

The contract term is for one year, with all questions regarding the project to be submitted by December 15, 2025. Vendors with experience in systems integration, user training, and online support services are encouraged to respond.
