The agency in Minnesota is seeking a qualified vendor to deliver comprehensive business support services to small business owners and aspiring entrepreneurs. The selected vendor will provide free, confidential, and personalized technical assistance aimed at helping clients establish, purchase, or improve their businesses, in alignment with the agency’s commitment to equitable economic development.

Services must encompass a broad range of business technical assistance areas, including business planning and strategy, feasibility analysis, financial forecasting, operational analysis, cashflow and financial projections, marketing and communications, and guidance on government or community funding opportunities. Additional responsibilities include offering support with licensing, tax, and regulatory matters, as well as making referrals to trusted partners for legal, accounting, and specialized technical needs. The vendor will also assist with loan packaging and connect clients to appropriate lenders, either directly or through partnerships with other organizations.

The contract period for this engagement is five years. A pre-bid meeting is scheduled for February 17, 2026, and all questions regarding the opportunity must be submitted by February 20, 2026.
