The Naval Air Warfare Center, Weapons Division, China Lake, CA, in accordance with FAR 6.302–1, intends to procure, on an other than full and open competition basis a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract with Siemens Industry Software Inc., Plano, Texas 75024, to provide the software STAR–CCM+ Power Session, STAR–CCM+ Add 1, STAR–CCM+ /CAD Exchange, HEEDS Bundle – Standard Network Config, Simcenter Amesim Advanced, Simcenter Amesim Thermal library, Simcenter Amesim Aerospace & Marine library, Simcenter STAR–CCM+Intelligent Design Exploration, NX Design Standard Floating, NX Design Premium, Simcenter 3D Engineering Desktop, Simcenter 3D Thermal Multiphysics, Simcenter 3D Space Systems Thermal, Simcenter 3D Environment for Abaqus, and Simcenter Nastran Basic. The requirement is for both renewal of existing software licenses as well as the purchase of brand–new licenses required to accommodate growth. During the period of performance, the contractor shall provide technical services to troubleshoot installation and incorporation of the software. This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response to be received at the Contracting Office no later than 10 days after the date of publication of this notice, which shall be considered by the agency. The written response shall reference solicitation number N6893626Q5049 and provide a capability statement that clearly indicates the firms experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, schedule and the ability to provide software support and maintenance. Interested firms must be registered in the System for Award Management (SAM) database at https://sam.gov/ to start doing business with the federal government. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access Controlled Unclassified Information (CUI) or Export Controlled Information. Access to CUI is limited, to a single point of contact (POC) per CAGE code, who is listed as the Data Custodian on the DD 2345 and approved by Defense Logistics Agency (DLA). The DD 2345 must be approved prior to requesting access to CUI in SAM.gov. Contractors are responsible for coordinating with their CAGE codes Data Custodian POC to request access to CUI.
