The State of Nebraska is seeking a vendor to provide a cloud-based short term rental (STR) software solution. The system must enable public users to register for STR licenses online, submit license payments, and report and pay occupation-related taxes through a secure, PCI-compliant payment portal supporting credit card, debit card, and ACH transactions. The software should provide comprehensive dashboard and reporting capabilities, allowing state officials to view and manage advertised property details such as minimum night stay requirements, bedrooms, bathrooms, occupancy limits, property type, rental arrangement (entire home or room), nightly rate, amenities, and parking availability.
Integration with the assessor’s property database via a GIS interface is required to ensure property and owner information remains up to date. The system must support encrypted data transmission and storage, and allow data collection activities to be scheduled multiple times per week at various days and times. A dashboard for tracking both compliant and non-compliant rental properties is needed, as well as a facility to generate notification letters with color logos. The web portal should be available 24/7 with secure, password-protected access for users.
All vendor questions must be submitted no later than February 20, 2026. The anticipated contract term is three years, and a non-mandatory pre-proposal conference is scheduled for February 19, 2026.
