(1) Vendor needs to provide short and long range transit planning service• Provide a 20–year vision and strategic framework for transit growth, coordination, and investment.• Develop a Public Outreach Plan describing engagement methods, materials, target audiences, and timelines, with a minimum of two rounds of public engagement• Lead and conduct multilingual outreach through in–person meetings, surveys, and online engagement tools.• Engage key demographic groups including seniors, students, veterans, and non–English speakers to ensure inclusive feedback.• Evaluate and recommend improvements to communication tools, including website, social media, ride guides, maps, and other materials With social media this shall also include recommendations for use of platforms, posting intervals, target markets and other industry best practices to increase visibility and engagement.• Consultant is responsible to provide translation and interpretation services for all outreach materials and meetings.• Identify opportunities for implementing technology solutions to enhance operations, customer communication, and data analysis, as well as improved quality control and quality assurance strategies and tools.• Review current transit advertising program for buses and bus shelters and make recommendations related to future transit advertising.• Identify cost–effective marketing and advertising strategies for ongoing implementation and provide cost and labor estimates for implementing those strategies.
