A consulting firm is sought to assist in the development and launch of a secure online gateway for access to technical publications. The role involves providing expertise in evaluating and recommending secure, cloud-based software platforms with a focus on document Digital Rights Management (DRM). Key responsibilities include researching and scoring DRM solutions capable of integrating with the agency’s Customer Relations Management (CRM) and Single Sign-On (SSO) systems, followed by delivery of a comprehensive findings and recommendations report.

Additionally, the consultant will perform an in-depth analysis of the agency’s existing publication and membership sales data, including both hard copy and e-book formats as well as sales and renewal workflows. The final deliverable will include a report presenting at least three subscription and pricing scenarios, with sensitivity analyses, cost-recovery and break-even analysis, and comparative member economics. All questions related to this consulting engagement must be submitted by January 28, 2026.
