The required system will be user-friendly and include multiple integrated components: an Application System, Account Holder Management System, Fiscal Management and Payment System, Support and Training System, and a Reporting System.

Key functionalities must include the capability for households to input personal information for multiple members within a single application while maintaining separate records for each student. The system should support document management workflows, allowing documentation to be marked as approved, denied, needing changes, or requiring additional review, with the ability for applicants to resubmit documents as needed while preserving original submissions. Additionally, it should facilitate electronic verification and acknowledgment of program rules by applicants, enable designated users to view and manage application statuses, and allow document uploading on behalf of applicants. Applicants must also be able to view their signed attestation statements and contract documents.

Vendors should note important procurement dates, including a pre-bid meeting on November 6, 2025, and the deadline for submitting questions by November 14, 2025.
