The requesting entity seeks a qualified vendor to modernize the SCADA (Supervisory Control and Data Acquisition) system and associated programmable logic controllers (PLCs) at Station One's drinking water treatment plant. This project involves the replacement of obsolete SCADA servers, migration of legacy PLC processors to a currently supported platform, and modernization of all necessary control panels to ensure operational efficiency and reliability.
Vendors will be required to implement industrial network segmentation in alignment with operational technology cybersecurity best practices and to establish a redundant system architecture. Additional project components include enhancement of historian and data retention capabilities, improvement of alarm management and the implementation of a high-performance human-machine interface (HMI). Comprehensive testing and commissioning, operator training, and delivery of all relevant documentation for the lifecycle of the system are also expected.
A mandatory pre-bid meeting is scheduled for March 26, 2026, and all vendor questions must be submitted by April 2, 2026.
