This RFP seeks a qualified vendor to provide rocket systems launch program services in New Mexico. The selected launch service provider may be responsible for procuring target vehicle payloads, with the requirement that the target vehicle must support throttling capabilities. The mission director for each launch will be a government representative, and space flight worthiness certification, as well as government-provided mission assurance, will be necessary.

The successful vendor will be expected to participate with mission partners in regular meetings to aid in test development. Only reliable and mature launch vehicles—that are not under development, have achieved multiple successful launches, and are not undergoing significant design changes—will be considered. Providers must supply a launch solution that incorporates their own manufactured hardware, maintaining control over the technical baseline and launch operations. Launch vehicles sourced from other companies will not be accepted.
