The Commonwealth of Pennsylvania is seeking a qualified vendor to provide a comprehensive Roadway Weather Information System (RWIS). The solution must deliver accurate and timely information on roadway location, surface conditions, and traffic data, enabling informed material selection and application rate decisions during weather events. Data integration, validation, and secure storage are essential, with the system supporting interactive and dynamic web interfaces as well as data feeds for use with supplemental software applications.
The vendor will be responsible for supplying consistent and reliable RWIS data to entities such as PennDOT, the Pennsylvania Turnpike Commission (PTC), and the Federal Highway Administration (FHWA) through managed web interfaces or data feeds. The system must include web hosting and data services with immediate activation upon acceptance of the initial site. Additional responsibilities include troubleshooting communication issues between hardware components such as roadway sensors, atmospheric instruments, video cameras, data loggers, and central processing units, ensuring uninterrupted data flow and system performance.
The selected vendor should be capable of providing ongoing enhancements and technical fixes to the web interface, ensuring that transportation managers and maintenance crews have a robust source of weather intelligence before and during adverse weather events.
