(1) Vendor needs to provide road usage charge communication strategies services.– A road usage charge (RUC) allows all users of a transportation system to help pay for that system in a fair manner and in proportion to how much it is used.– An inventory of communications practices (including lessons learned) for, based on an evaluation of communication approaches used in pilots and deployments.– Messaging tailored to a variety of audiences, demographic groups, and agency types, including state planning organizations, transit agencies, and local transportation agencies.– Clear explanations of core concepts, including what a is, how it complements or replaces the gas tax, and why alternatives to the gas tax are being explored.– A media package (e.g., flyers, brochures, sample content, and communications templates that agencies can adapt to their needs).– Guidance for coordinating communications across agency departments, governors’ offices, and cabinet offices (e.g., department of administration, department of revenue).– Fact–based “myth busting” (i.e., information to address misconceptions, commonly cited reasons for opposition, frequently asked questions, and strategies effective for addressing identified objections).
