(1) Vendor needs to provide workplace eLearning and training platform solution to support digital learning delivery, training, development, content creation and skill development addressing the needs of varying agencies across the State. – Content authoring and design capabilities: a. Intuitive, no–code/low–code authoring tools usable by non–technical staff b. Support for multimedia content (video, audio, graphics, screen recording) with transcriptions and access to an expansive photo/media library c. Interactive learning elements, including quizzes, assessments, scenarios, and branching logic d. Support for storyboards, layering, animations, layout customization, and flexible block–based design. – Content Management, Collaboration and Governance: a. Collaborative content development across agencies with role–based access b. Centralized content repository for training materials and shared assets c. Reusable templates, standardized formats and shared resource libraries accessible directly within authoring environment d. Version control and update tracking, including change history and rollback e. Review and approval workflows supporting cross–agency governance, including inline commenting, feedback resolution, and versioned review cycles f. Ability to reduce duplicative training efforts through reuse and adaption of content. – Learning Delivery, LMS & Tracking: a. Integration with existing LMS platforms OR provision of a built–in LMS b. Support for SCORM, xAPI, AICC, or equivalent interoperability standards c. Ability to assign courses to users and user groups d. Learner activity tracking, including course progress, completions, assessments, and testing results e. Reporting and analytics on completion, engagement, and performance. Integration, Data Migration & Compatibility: a. Integration with existing agency systems (e.g., IAM, ERP, CRM, Relias, analytics platforms) b. Ability to migrate historical and active data from legacy systems c. Assurance of data integrity, consistency, compliance and data retention during migration.
