Law enforcement agencies in Washington, DC are seeking information from vendors capable of providing comprehensive tactical communications and technical investigative solutions to support public safety operations. The requested solutions encompass a broad range of equipment and infrastructure, including radios and accessories such as end-user devices, push-to-talk applications, cellular networking functions, and associated power systems. The scope also extends to communications technologies operating outside of the radio spectrum.

Vendors should be able to provide infrastructure components such as software, hardware, communications systems, backhaul and control stations, repeaters, network management tools, Radio over Internet Protocol (RoIP), private cellular networks, distributed antenna systems, cellular signal boosters, and supporting equipment like shelters, towers, and power supplies. Solutions for maritime and airborne applications, including sensors and surveillance systems that integrate with vessels and aircraft, are also of interest. Additionally, mobile command and control platforms—including vehicles and trailers outfitted for communications and surveillance—are in scope.

The agency seeks equipment and systems supporting satellite communications and the collection, processing, exploitation, dissemination, and presentation of tactical information. This includes devices and software that aid in planning, operational management, situational awareness, recording and analysis, integration with existing administrative systems, and enhancing officer safety. Further, responses should address other tactical devices such as acoustic signaling and detection technology, seismic and motion sensors, radar, smart helmets, and systems for detection or countering unmanned platforms. Solutions for video, audio, sensor, tracking, and communications intercept capabilities—including body-worn devices and related support for information collection, processing, and management—are also sought. These tools may involve both wired and wireless methods, as well as physical storage media.
