Vendor needs to provide strategic infrastructure plan service. Strategic Infrastructure Plan will be, outside–the–box, and inherently agile, built on a framework that allows current command priorities to be updated quickly as mission requirements evolve. Create a flexible planning framework that can adapt to rapid mission changes without becoming obsolete. Data Collection and Analysis: The Contractor shall collect Government Furnished Information and Data (GFID) including installation plans, GIS data, real property data, facility condition reports. GIS–based layers showing operational constraints. Framework Plan (Installation wide map): Transportation and open–space networks, and key features that shape overall development. Developable–Area Map: Shows parcels that can be built on under current constraints; used for capacity planning.
