The State of Minnesota is seeking information from vendors regarding sourcing-to-contract software modules. The desired solution should include a web-enabled, self-service portal that enables vendors to access the system, manage their profiles, upload updated insurance certificates, view and respond to solicitation requests, and track the status of their submissions. Duplicate entries should be minimized, and vendors should be able to view executed contracts and communicate directly within the system.
The platform should provide customizable internal approval workflows, allowing the State to make changes as needed without submitting support tickets. Additional requirements include dashboards for process tracking, template creation tools for solicitations and contracts, and the ability to use State-specific fields for reporting. Version control and contract redlining features are required, as well as robust user and role-based security measures.
The solution should also support exporting data into analytics tools like PowerBI, offer integration with eSignature products (either self-contained or via API), and include an internal communication system that captures all request-related correspondence. Advanced search capabilities and AI features, or at minimum an AI development roadmap, are also requested. All questions regarding this request must be submitted by February 9, 2026.
