(1) Vendor needs to provide sourcing to contract software modules services. • A web–enabled, self–service portal, which allows vendors to access the system while limiting duplicate vendor entries, change profile information including uploading updated insurance certificates, view solicitation requests and ask questions, enter responses to solicitations, track status of their responses, and view executed contracts. • Workflows for internal approval processes which can be modified by the State as needs change without having to put in support tickets for the product. • Dashboards which show the approval process of a request so users can self–track. • Ability to create and use template which assist the user in the drafting of solicitations and contracts. • Ability to create and use State specific fields which assist the user in the drafting of solicitations and contracts and allow for State specific reporting. • Version control on all documents created • Redlining ability between contract parties. • User and role–based security levels. • Export data to formats which can be ingested into analytics tools, such as PowerBI. • Self–contained or API integration to an eSignature product, • Internal communication system so all communications related to a request or sent to a vendor/supplier are captured and retained in the system. • Ability to search on keywords and other fields. • AI functionality or a roadmap for AI (2) All question must be submitted no later than February 9, 2026.
