The State of Maryland is seeking information from qualified vendors regarding the renewal and support of Rustici Content Controller software for use within the Army Learning Management System (LMS), which is based on the Moodie Workplace platform. The potential scope includes renewing licenses for between 500,000 and 2,000,000 users.

Vendors should provide software capable of acting as a content management interface to distribute and manage training content for the Army LMS, integrating seamlessly with Moodie Workplace 4.5 or higher. The solution must function as a learning interoperability tool or web application, supporting functionalities such as assessments, content delivery, and communication tools. Further requirements include the ability to import, deliver, and track content in SCORM 1.2, SCORM 2004, AICC, xAPI, cmi5, PDF, MP4, and Cross-Domain content formats within a third-party LMS. The software must also be able to generate compact .zip files (SCORM 1.2, SCORM 2004 3rd edition, cmi5, and AICC) compatible with any third-party LMS that supports the relevant specifications.

The vendor will be expected to provide comprehensive support services, including software updates, technical assistance, and access to documentation such as user manuals and instructions. Additionally, new releases of the software should be made available as released and upon request.
