Vendor needs to provide record management system. Secure, modern, and scalable record management systems (RMS) that supports law enforcement, public safety transparency, data accountability, and continuous improvement. Support phased implementation, modular functionality, and continuous improvement. Include secure, user-friendly mobile capabilities to ensure accessibility and productivity for staff in the field or on the go, enabling real-time data entry, retrieval, and compliance across devices. Interoperable and ecosystem-oriented. System should minimize duplicate data entry, and guide users toward complete and accurate reporting. Integrating seamlessly with CAD and 911 dispatch, state and federal justice systems, and City enterprise tools using well-documented APIs. Solution capture, aggregate, and distinguish between person and incident level details. Solution manage cases from initial incident report creation through prosecutorial review and case outcome documentation. System validate data entries and enable data accuracy. Capturing accurate details of interactions are complex where an officer is associated with multiple incidents and an incident can include multiple people. Streamline and limit duplicate data entry from a CAD system during dispatch. All questions must be submitted no later than February 6, 2026.
