(1) Vendor needs to provide public records request system. – Hosted enterprise freedom of information act (FOIA) software solution and applicable services. – Its functionality including the information architecture and functional design of the system, such as functionality maps, architectural maps, training materials, visual aids including screen shots, actions performed by the system, and any behind the scenes processing, optional add–on modules and plugins. – It must include functionality for task generation to retrieve records from other worksites, invoicing, redaction, document production tracking, in–solution communication, reporting, and searching. – The solution must require FOIA requestors to select a FOIA request category from a configurable menu. – The solution must store data in a government cloud environment (as opposed to commercial cloud), if one exists. – The solution must encrypt all data in flight and at rest using 256 AES and TLS 1.2, HTTPS or higher. – The vendor must document how encryption keys are managed and protected. – The solution must have a responsive design to be able to run on mobile platforms. – Provide recorded training sessions and provide recording videos for future user reference. – The solution must use version control software.
