The state of Massachusetts is seeking information from vendors regarding pension administration systems designed for the public sector. The desired solution should encompass five primary modules: Core Administration, Member Self-Service, Employer Self-Service, Campaign Center, and Portal Builder.
Core Administration should cover functionalities such as imaging, agreement and contribution tracking, participant accounts, service credit purchases, pension processing, disbursements, enrollments, payments, workflow management, workforce scheduling, security, and customer relationship management. The Member Self-Service module should allow members to access demographic information, contribution and payment histories, initiate service credit purchases, and generate benefit estimates. Employer Self-Service is expected to enable employers to upload and edit monthly contribution files, manage retiree insurance, handle member contracts, and maintain payroll calendars. The Campaign Center must support targeted outreach and communication efforts, while the Portal Builder should provide tools for customizing self-service portals for both members and employers.
The system should be capable of effectively serving approximately 102,000 active members, 35,000 inactive members, 71,000 benefit recipients, and 425 employers. Interested vendors are invited to submit questions regarding this request by January 30, 2026.
