Interested vendors are requested to outline their approach to the implementation and onboarding of large, decentralized organizations, with particular emphasis on the ability to balance cost recovery with a positive payer experience. Respondents should share examples of financial structures currently in use and indicate whether their proposed solution supports maintaining an exclusive dual-vendor model or transitioning to a more inclusive multi-vendor environment.

Additionally, vendors are encouraged to describe opportunities to introduce new payment services and channels for agency customers, as well as their current arrangements for serving state or public-sector clients.
