The State of Tennessee is seeking information from vendors regarding an integrated right-of-way information system (IRIS) to enhance its capabilities in handling permits, utilities coordination, and automated communications. The envisioned system should support an enterprise unlimited user license, accommodating approximately 350 concurrent users at any given time. The current IRIS database holds around 16GB of data, comprised of 406 tables, and utilizes roughly 200 standard electronic forms, sub-forms, and templates, along with 48 standard reports.
Key functional requirements include features for tracking and issuing utility installation permits, managing utility facility and conflict relocation coordination caused by road construction projects (impacting water, sewer, gas, electric, fiber optic, and similar utilities), and automating communications through notice mailings to utilities regarding proposed projects. The state is looking for a robust solution that modernizes right-of-way management processes and streamlines stakeholder engagement.
