(1) Vendor needs to provide human resource service delivery software • COTS SaaS HRSD Solution – Is your solution a commercially available, out–of–the–box Human Resource Service Delivery Software as a Service (SaaS) platform that is Federal Risk and Authorization Management Program (FedRAMP)–certified at a moderate level or above– Does your solution require no more than 30% configuration • HR Service Delivery Modules– Does your solution provide talent acquisition, onboarding/offboarding, HR Forms, HR helpdesk and Generative AI enabled & integrated virtual agents for government organizations • Scalability and Performance– Can your solution support scalability and performance for a user base exceeding 400,000 users • Integration Capabilities– Can your solution integrate seamlessly with multiple interfaces, including VA’s existing core personnel HR Smart system and other necessary systems to ensure interoperability (2) The contract period will be for one year.
