The State of California is seeking information from vendors capable of providing a generative artificial intelligence solution to address suspense payments. The system should analyze suspended payment inventory in near real-time, categorize and cluster payments by root cause, and recommend corrective actions to either apply or refund payments. The solution must also identify payments eligible for immediate refund fast-tracking and predict risks related to aging and interest exposure.

A key objective is to reduce manual case handling time by continuously monitoring and re-evaluating suspended payments in response to changing taxpayer circumstances, system updates, and legal or compliance events. The platform should also generate audit-ready documentation for all AI-driven recommendations and strictly adhere to California State compliance and security requirements. The contract will be for a period of one year.
