The state of Oregon is seeking information from vendors regarding solutions and best practices for modernizing its financial aid management information system. The goal is to identify an end-to-end solution, whether commercial off-the-shelf, custom, or a hybrid integration, that functions cohesively as a single system.

The desired modernization initiative should focus on delivering a flexible, secure, and sustainable platform. Key priorities include improving operational efficiency, reducing manual processes, and enhancing the user experience for students, institutional partners, and agency staff. Additional requirements involve strengthening data quality, security, and reporting and analysis capabilities.

The new system must be extensible to accommodate future program and legislative changes, as well as the rapid implementation of new financial aid programs. Ultimately, the solution will support the agency’s mission to expand access, equity, and success in higher education across Oregon.
