The State of Michigan is seeking information from vendors regarding an electronic registration and title (ERT) platform specifically designed for powersports vehicles and trailers. The platform should support transactions for watercraft, snowmobiles, mopeds, off-road vehicles (ORVs), and their associated untitled trailers, operating in a manner similar to existing ERT systems used by vehicle dealers.

Key requirements include the ability to process transactions such as transfer of ownership, issuance of new registrations, and registration renewals. The platform should be capable of calculating and collecting sales tax, title fees (where applicable), registration fees, and trailer plate fees for each transaction type. All collected funds must be transmitted via nightly electronic fund transfer. The system should also enable printing of application receipts and temporary registrations, issuance of temporary watercraft registrations, assignment of watercraft, snowmobile, and moped decals, and assignment of trailer plates.

Interested vendors should provide comprehensive information about their platform’s capabilities in these areas. Questions regarding this request for information must be submitted by November 11, 2025.
