Areas of particular interest include category-based procurement portfolio management, enhanced document management and control—particularly with respect to templates—and robust evaluation routing and control features such as scoring matrices. The agency also wishes to understand capabilities related to internal workflow management, including authorizations and e-signatures, as well as tools for contract compliance monitoring, performance management, supplier engagement, and management of key performance indicators (KPIs). Additional requirements involve internal management of due dates and notifications, the ability to export detailed submission data without limitations on granularity or quantity, and the flexibility to create and integrate multiple solution instances to mirror organizational structures.

The agency is also interested in flexible licensing arrangements that would allow participating entities to independently select and implement modules or subsets of functionality, accommodating the varying maturity levels of their procurement programs.
