The State of Maryland is requesting information from vendors regarding SaaS-based e-learning platforms designed for higher education institutions. The state seeks details about both established and innovative e-learning solutions aimed at enhancing training opportunities for students and staff. Key requirements include delivery via a cloud-based platform with an active SOC2 Type 2 certification, and user interfaces that fully comply with WCAG 2.2 accessibility standards to ensure inclusive access.
To meet the needs of diverse learners, the platform should be compatible with mobile devices and tablets, support single sign-on (SSO), and provide a robust and regularly updated content library spanning topics such as foundational business skills, leadership development, personal growth, project management, and software proficiency. It should allow for hosting or linking internal and third-party content, and include compliance and cybersecurity training modules relevant to higher education, such as FERPA and Title IX. The system should feature compliance reporting to support audit requirements and track metrics like login frequency, time spent learning, and user engagement.
Additionally, the desired platform should offer integration capabilities via APIs or pre-built connectors with leading ERP and HCM systems, including Oracle Cloud, PeopleSoft, and Workday. Vendors are advised to submit any questions regarding this request by November 19, 2025.
