The State of Florida is seeking information from vendors regarding double-blind drawing software to support the secure and transparent issuance of new quota alcoholic beverage licenses. This Request for Information aims to identify potential solutions and partners capable of delivering a system that is auditable, complies with statutory requirements, and ensures fairness throughout the quota license drawing process.

The system should be capable of supporting up to 67 double-random drawings, one for each eligible county where quota licenses are available, and able to conduct these drawings at least on an annual basis. Requirements include robust randomization functions, such as the generation and utilization of a random seed number for each drawing. The solution must also allow for the input of eligible counties and the number of licenses available per county, and support the ability to import up to 10,000 entry applications from external sources. After each drawing, the system should generate and provide a ranked list of entrants per county.

In addition to technical capabilities, the solution must promote public transparency through features like customizable animated presentations of each drawing, including welcome messages and information about available licenses. The user interface should be intuitive and accessible, facilitating an effective and transparent experience for both department staff and public viewers.
