Vendor needs to provide credit and tracking system.– Solution would be delivered through a hosted service model including maintenance and operations, and further supported by professional services to implement necessary implementation of the new CATS (credit and tracking system) Solution.– Credit issuance and lifecycle tracking. Issue credits; record transfer, retirement and use, suspension,revocation, cancellation; maintain immutable audit trails and historical views.– Calculate and track obligations, record use and remittance of credits and confirmation of external credit creations.– User management: Support user onboarding, including administrative functions, providingdelegated administration and oversight for managing various user types.– Generate reports available to administrators and account users.– Solution must be fully bilingual (English and French), with seamless switching of language within a session.– Users should be able to search, sort, filter, and export data throughout the system.– Solution must enable secure collection of information for all workflows through a combination of web forms and document upload, minimizing administrative burden and enabling efficient access for administrators to support program analysis while supporting regulatory compliance and analysis.– Solution must provide workflows to manage program accounts, with clear on–screen and email notifications to affected parties.– System must provide administrators with a tasks list displaying items requiring attention.– Solution must provide streamlined, consistent workflows for surplus credits and offset credits, including pre–populated fields and standardized web forms.
