The agency is seeking a vendor to provide a modern, commercial-off-the-shelf (COTS), web-based, vendor-hosted SaaS solution designed to administer and manage the complete lifecycle of its revolving fund infrastructure program. This program encompasses financial, programmatic, and wastewater infrastructure project management and automation of workflows. The selected solution will support processes such as below-market interest rate loans for the construction of wastewater facilities, distribution systems, and stormwater quality improvement projects.
Key functionalities include automating program workflows, online data entry and retrieval, storage of supporting documents, and comprehensive reporting for both current and historical projects. The system must replace the agency's legacy Access-based system, streamlining both financial and project management activities. It must handle the entire loan lifecycle—application, review, approval, loan closing, disbursement, monitoring, and closeout—as well as the complete project lifecycle, accommodating various contracting methods, plan/spec review, compliance and environmental tracking, and construction monitoring. The solution should also offer document management with annotation capabilities, application tracking with configurable scoring, milestone and progress tracking, and robust financial management including grant and loan tracking with flexible amortization structures.
The anticipated contract will be for one year. Prospective vendors must ensure the solution meets all requirements for automation, operational efficiency, and detailed financial and project tracking within the agency’s infrastructure program.
