The City of Richmond, California, is seeking consultant services to facilitate the transition and implementation planning for its Residential Rental Inspection Program (RRIP). The consultant will support the city in developing a detailed transition work plan that includes timelines, cost estimates, staffing structure, and comprehensive job descriptions for moving program administration and inspections from third-party contractors to in-house city staff.

Key responsibilities include reviewing the scope and effectiveness of current consultant-provided services, evaluating the city’s enforcement activities related to rental units, and identifying compliance gaps. The consultant must assess state and local regulatory requirements, staffing needs, and analyze best practices in program registration, inspection processes, enforcement, and administrative systems. In addition, the consultant will analyze costs associated with data systems, hiring, training, equipment (including IT and fleet needs), and develop strategies for overhead management.

The engagement requires conducting a class and compensation study to establish updated job descriptions, classifications, and salary ranges for program staff. The consultant will also develop enforcement frameworks, assess inspection protocol modifications, and provide budget baselines for both the transition period and ongoing operations, working in partnership with the city’s human resources department.

Best-fit vendors:

• Expertise in municipal program transition and implementation planning

• Experience with rental inspection or similar regulatory program consulting

• Strong background in organizational design, staffing studies, and compensation analysis

• Familiarity with city government operations and California state/local regulatory requirements

• Proven record of work with public sector agencies
