The RFP seeks a qualified vendor to provide a Research Protections Information Technology Management System (RPITMS). Responsibilities include the complete software development lifecycle, covering management, maintenance, system architecture and design, configuration, deployment, testing, quality assurance, help desk operations, and user training and support.
The project must be managed using an established Agile Scrum methodology, ensuring consistent and quality-controlled delivery. Vendors will facilitate Agile processes, including daily scrums, sprint planning, and backlog grooming within Azure DevOps. Coordination with ONR 343 is required to address M365 platform changes, with timely recommendations to the Contracting Officer's Representative for anticipated deprecations.
Development must occur exclusively within authorized Navy-managed environments, utilizing NFS M365 cloud solutions such as Power Apps, Power Automate, Power BI, and SharePoint Online. The vendor will also be tasked with developing and maintaining automated notifications for compliance reviews.
